He's assuming he's extremely powerful based on him being a supreme Kai since he can't sense him. What's wrong with that? Someone had a counter argument to this I forgot what it was. It was a while ago But he doesn't know he's a Kaioshin so that doesn't make sense.

He's hesitant to fight because he's clearly a powerful presence. He may not be able to sense what he's truly capable of, but he seems to be able to tell he's super strong, and this is reinforced by the Daizenshuu 7. Quote: Because some view Piccolo as being stronger than the base Saiyans, and the base Saiyans as stronger than Kaioshin. Also Viz provides a better quote during the Budokai in my opinion. And I'd argue those folks should probably change their perspective. The base Saiyans can be stronger than both of them. Who cares what Viz has to say? If they couldn't sense him at all, he'd be lumped in with Spopovich and Yamu when they comment on not being able to sense anything from them.

If it was the same for Kaioshin, he would've been mentioned here as well. Instead, all we get is Vegeta saying they can't get a read on his battle power, meaning that it's possible that they could sense something. Otherwise, why would Goku specify Kibito and Kaioshin when he's talking about significant fighters, and how would Gohan know that he won't be able to suitably hide his power? Chapter: 443 (DBZ 249), P9.1-3 Context: as Gohan prepares to fight Kibito Gohan: “Man, this is a predicament. Bulma told me that if people found out my true power, there'd be a big commotion and it'd become hard for me to go to school anywhere. That's why I disguised myself, but...He doesn’t seem like an opponent that I can beat while suitably covering up [my true power].” Note: That last sentence is one of those that’s kinda hard to translate literally. “Covering up” (gomakasu) is in the sense of faking it or deceiving someone, not simply in the sense of wearing a disguise, and in context he's almost certainly talking about covering up his true power (since that's what he mentions disguising himself in order to prevent people from finding out about). So essentially, Gohan doesn’t think he can win while still covering up his actual power. Hence Viz’s ‘by accident’ being in quotation marks: they mean the sort of thing Shen did, hiding his power by making it look like he won by pure accident. So I can see what Viz was going for with their translation, but I think it is kinda confusing.

Why did Goku ask "was it that bad?" if Kaioshin was able to be sensed? Sensing his life force is one thing, but sensing his power is another.

That is obvious information as Piccolo states in the manga that he suspected that Kaioshin was a Grand Kaio.
